Background

Mr. Stoiber is a recognized expert and consultant in nuclear law and policy, with over thirty-five years experience in the field.

He has held senior US government positions dealing with nuclear related issues. In the Department of State he directed three offices: Nuclear Non-proliferation Policy; Nuclear Safeguards and Technology; and Nuclear Export and Import Control. At the U.S. Nuclear Regulatory Commission he served as Deputy General Counsel for International and Legislative Affairs and as Director of International Programs. As Counselor for Nuclear Policy at the U.S. Mission in Vienna, Austria he had primary responsibility for relations with the International Atomic Energy Agency (IAEA) and played a leading role in the drafting of major legal instruments, including the Convention on Nuclear Safety and Joint Convention on Spent Fuel and Nuclear Waste Management.

Mr. Stoiber currently serves as a legal consultant with international organizations, national governments and private companies. He has assisted over thirty countries in the drafting of their national nuclear laws. He currently chairs the Working Group on Nuclear Security of the International Nuclear Law Association.

Since 2001 he has served on the Board of Supervisors and faculty of the International School of Nuclear Law at the Université de Montpellier (France), lecturing on nuclear proliferation, safety, security and illicit trafficking. He is the primary author of the IAEA Handbook on Nuclear Law (2003) and a second volume of that work on Implementing Legislation (2010).

Education

Mr. Stoiber holds academic degrees from the University of Colorado (B.A., Summa cum Laude and Juris Doctor), University of London (LL.M.) and Hague Academy of International Law (Diploma, Cum Laude).  He attended Oxford University as a Rhodes Scholar
